Position Details
Job Title: Financial Information Systems Engineer (FISE)
Location: BISP Headquarters, Islamabad

Required Qualification & Experience
Qualification:
- Minimum Bachelor’s degree (16 years) or Master’s degree in Computer Science, Information Technology, Software Engineering, Financial Information Systems, or a related discipline from an HEC-recognised institution.
- Candidates with the following professional certifications will be given preference:
a) Certified Information Systems Auditor (CISA)
b) Professional certifications in IPAS or IAS
c) Microsoft Certified: Azure Developer, Data Engineer, or .NET Developer
Experience:
- Minimum 5 years of hands-on experience in designing, developing, and implementing financial information systems, ERP systems, or public sector accounting software.
- Candidates having Project Management certifications (such as PMP, PRINCE2, or Agile) will be highly preferred.
- Proven experience in end-to-end system implementation (at least 3 full project cycles), including budgeting, expenditure management, procurement, HR/payroll, and inventory management modules.
- Expertise in Microsoft .NET technologies, database management systems (SQL Server or Oracle), and system integration (APIs, middleware, etc.) is required.
- Strong understanding of bookkeeping, financial reporting, and fixed asset management systems.
Key Responsibilities
The selected consultant will:
- Design, develop, and implement integrated Financial Information Systems (FIS) within BISP’s operational framework.
- Support configuration and customisation of ERP modules including financial, procurement, HR, and payroll systems.
- Ensure compliance with international accounting standards (IPAS/IAS).
- Facilitate smooth data integration across multiple BISP platforms.
- Provide ongoing system maintenance, updates, and capacity building support to technical staff.
- Coordinate with World Bank technical teams and BISP management for system performance and reporting.
Remuneration
- The remuneration will be negotiable and commensurate with the candidate’s qualification and experience.
- The contract will follow the World Bank’s consultancy terms under “Individual Consultant Services.”

Selection Method
- The selection will follow the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018).
- Only shortlisted candidates will be contacted for the interview.
- No TA/DA will be provided for attending the interview.
