The Ministry of Federal Education and Professional Training (M/o FE&PT), Government of Pakistan, has received financing from the World Bank to support the implementation of the project “Actions to Strengthen Performance for Inclusive and Responsive Education (ASPIRE)”. The Ministry now invites applications from qualified and experienced individual consultants to express their interest in providing Special Education Consulting Services on a short-term basis.

These positions aim to enhance the capacity of the Ministry in supporting inclusive education, especially at the foundational learning level, ensuring that every learner, including those with disabilities, has access to quality education.

Consulting Service Title:

Scope of Work

The appointed consultants will play a critical role in:

  • Providing technical expertise, guidance, and advisory support for inclusive education initiatives.
  • Supporting policy development, curriculum design, and inclusive classroom practices.
  • Enhancing institutional capacity through improved strategies for inclusive education, assistive technologies, and teacher training.
  • Assisting in monitoring and evaluating inclusive education frameworks.
  • Providing capacity-building and institutional strengthening support for special and inclusive education within the ASPIRE Project framework.

Their engagement will be initially for six (06) months, extendable based on performance and project needs, as approved by the competent authority.

Required Qualifications and Experience

Applicants must meet the following minimum qualifications and criteria:

EducationMinimum 16 years of education in Special Education, Disability Studies, Social Sciences, Development Studies, Psychology, Psychiatry, Rehabilitation Medicine, Orthotics & Prosthetics, or any other related discipline from an HEC-recognized institution.
ExperienceMinimum 8 years of professional experience in disability inclusion, special education, or inclusive learning environments. Experience in policy development, curriculum building, and institutional strengthening in the education sector will be highly desirable.
Skills– Strong understanding of assistive technologies and inclusive learning approaches.
– Excellent analytical, communication, and interpersonal skills.
– Strong report writing and documentation abilities.
– Proven ability to work with diverse stakeholders, including government institutions, NGOs, and international development partners.
ReputationDemonstrated record of contributions in special education or inclusion-related reforms and projects will be an added advantage.

Role and Responsibilities

The selected Special Education Consultants will:

  • Provide technical assistance for the implementation of inclusive education policies.
  • Develop and recommend inclusive curriculum frameworks aligned with national standards.
  • Support the capacity-building of teachers and education officers on inclusive practices.
  • Design and deliver training modules on assistive technology and special education methodologies.
  • Prepare analytical and progress reports for the M/o FE&PT and World Bank review missions.
  • Facilitate coordination between federal and provincial departments for the integration of inclusive education strategies.

Contract Details

  • Duration: 06 Months (extendable based on performance and project needs).
  • Type: Short-Term Individual Consultancy.
  • Duty Station: Islamabad (with possible field visits to provinces).
  • Remuneration: Competitive, commensurate with experience and qualification, as per World Bank and government consultancy rules.

  • Selection Process: Only shortlisted candidates will be contacted and requested to submit detailed technical and financial proposals in accordance with Section 8 of the PPRA Consultancy Services Regulations, 2010.
