IBCC plays a dual role:
- Equivalence: It grants equivalence of foreign qualifications with corresponding Pakistani certificates at the Secondary School Certificate (SSC) and Higher Secondary School Certificate (HSSC) levels.
- Attestation: It attests certificates and diplomas issued by Intermediate and Secondary Education Boards as well as Technical Education Boards in Pakistan.

Objectives of IBCC
- Promote curricular and co-curricular activities at the inter-board level.
- Ensure coordination among Exam Boards, Textbook Boards, and Curriculum Bureaus.
- Provide a forum for chief executives of boards to discuss, exchange ideas, and consult on academic matters.
- Organize national summer camps for talented HSSC students.
- Implement SSC & HSSC schemes of studies and curricula across all member boards.
- Resolve inter-board issues and recommend policy interventions.
- Build capacity of examiners, evaluators, and supervisors/teachers.
- Determine equivalence of foreign/local educational qualifications (SSC–HSSC).
- Authenticate/attest certificates for Class 1 to 12 for applicants seeking education or work abroad.
- Organize inter-board sports and summer camps for talented students.
- Perform other functions necessary to achieve educational objectives.
IBCC Attestation Services
IBCC provides attestation for the following:
- Matriculation (SSC) Certificates
- Intermediate (HSSC) Certificates
- Equivalence Certificates
Important Note: IBCC offices are region-based. For example, documents issued in Sindh must be attested by IBCC Karachi, while documents from Punjab or KPK are attested by IBCC Islamabad. IBCC Islamabad will not entertain attestation requests for Sindh documents.
Application Submission Modes
You may opt for any of the three modes available for submission of attestation application
- Appointment (Morning Service)
- Walk-in (Express Evening Service)
- Through Courier
Here is how to proceed with each option.
1. Appointment (Morning Services)
i. While completing the online application form, select the option of Appointment (Morning Services) when prompted.
ii. Select the desired date of appointment subject to the availability of an empty slot.
iii. Pay the required attestation Fee through 1Bill using any of Mobile Banking App/Easypaisa /JazzCash/United Bank Limited through its Challan/PSID.
iv. On the date of appointment allotted, bring a printout of your application form along with the following documents:
- Original Educational Documents
- CNIC/Passport copy
- Original Fee Receipt
- Verification must be forwarded by the board to IBCC’s online portal.
04. Please visit the IBCC office to receive your case once it is ready/completed.
2. Walk-in (Express Evening Services)
i. While completing the online application form, select the option of Walk-in (Express Evening Services) when prompted.
ii. Select the preferred date of visit.
iii. Pay the required attestation Fee through 1Bill using any of Mobile Banking App/Easypaisa /JazzCash/United Bank Limited through its Challan/PSID.
iv. Please visit the IBCC Islamabad/Lahore office during the evening Express shift after paying the fees. Bring a printed copy of your application form along with the following documents:
- Original Educational Documents
- The original SSC (Matric) certificate must be submitted for the attestation of the HSSC certificate.
- Submit a double-sided photocopy of each document required for attestation for office records.
- CNIC/Passport copy
- Original Fee Receipt
- Verification must be forwarded by the board to IBCC’s online portal.
04. Please visit the IBCC office to receive your case once it is ready/completed.
3. Attestation Through Courier
i. While completing the online application form, select the option of courier when prompted.
ii. Complete your online attestation form and save your application.
iii. Pay the required attestation Fee through 1Bill using any of Mobile Banking App/Easypaisa /JazzCash/United Bank Limited through its Challan/PSID.
iv. Visit any of the following services i.e., Pakistan Post, Leopard, M&P, TCS to send your application to IBCC. Following will be required:
- Printout of Application form
- Original Educational Documents
- CNIC/Passport copy
- Original Fee Receipt
- Verification must be forwarded by the board to IBCC’s online portal.
04. Once the application is received at IBCC office, it will be processed and returned within fifteen (15) working days.
05. Once your case is ready/completed, IBCC will return it to you via courier.
Matriculation Certificate Attestation
For Matric (SSC) Certificate attestation:
- Visit your respective Secondary Education Board for verification.
- Make sure it is addressed for IBCC Islamabad if you are applying there.
Required Documents:
- Copy of CNIC
- Original Matric Certificate
Intermediate Certificate Attestation
To attest an Intermediate (HSSC) Certificate:
- Visit your respective Intermediate Board for verification.
- If you intend to get attestation from IBCC Islamabad, inform your board so they can mention it accordingly.

- Copy of CNIC
- Original Intermediate Certificate
- Original Matric Certificate
